Sounds to me like Putin is protecting Russians from themselves until they can get it together. There is another way to win this war but nobody wants to hear about it. Stormfront is a weapon waiting to be utilized, but only if its participants are willing to roll up their sleeves and do the heavy propaganda lifting that needs to get done.
