That's debatable. If you mean we can not set rules on him, we can. We define what is a god and what isn't. If you mean we may not set rules, who says? He does? And why should we follow someone who thinks creation = ownership? Who wants rules but not for himself like a cosmic tyrant?
God gives us rules that we must abide by but no one can give God rules.

Given that he's so jealous, that no other gods are to come before him and that he despises anyone who even shares nearly enough power, I highly doubt he'd so willingly do that. Someone could probably create a universe so great, and behave extremely morally, and he'd still think himself as better.
But until then, it’s pretty ridiculous for you to argue that you and He are on the same level.
No one is arguing that. What they're arguing is for consistency, and a god who doesn't start drowning the world because he's not being worshipped enough. No one argues that a parent and child are equal when they bitch the parent out for setting a bad example.
