Airline customers and people that want to move cargo around are paying for it. It's happening because people want to get themselves and their stuff to far away places quickly.

Because atmospheric conditions are not static, and not all conditions lead to contrail formation equally.

Good question. During the post 9/11 air travel stand-down, it indicates that their is a slight cooling effect from the contrail coverage.
