Religion is not the root problem, it's ethnicity. The Hui are basically Muslims Hans, and cause little trouble. The Uyghurs OTOH are a genetically distinct ethnic group (albeit the overwhelming majority of their East Asian admixture comes from the Han), so their actions reflect that.
