Depending on the cartoon, Mickey is a wizard (actually just a wizard's apprentice), an airplane pilot, a steamboat pilot, a mediaeval tailor, or any number of other professions. He's sort of like Barbie, only with a short black body and bigger ears.
As for why kids enjoy watching wizards, well, kids (and many adults) love fantasy because it stimulates their imaginations. This is a GOOD thing, and there is nothing wrong with it.

Mickey was a Wizard's apprentice. During the feature the wizard told him to clean the castle while he was away. Mickey tries to take the easy way out by casting a spell on the mop and bucket so they would clean istead, so he wouldn't have to do any work, but it ends up in disaster(I believe thats how it went, it's been a few years since I seen it).
It is supposed to teach kids a lesson.
