My father had an arrangement with a local restaurant in which he would give a "handout" of his business card with his signature, good for a meal at that restaurant. The restaurant would charge dad, the homeless person would get a meal, and nobody was given cash for drugs or alcohol.

I don't see this as fundie.
I see a lot of people saying "...or give them food." Problem in quite a bit of areas is that is illegal to give out food too. There are also laws against panhandling in many cities as well.
As an ex-charity worker, I'd rather give them cash or food, besides so what if they spend the money on drugs, it's what I was going to spend it on.
It's not entirely wrong. If there's a reliable charitable organization operating in the area, they'd be a better bet. That's not always the case, though. In such situations, it's ultimately a toss-up. You could always buy them food or clothing if you're iffy on giving money.
Not all homeless people are drug addicts, that's a stereotype. The issues about how people become homeless are much more complex than that.
And I wouldn't be so worried about some loose change, although I once gave a coalbiter a container of fries.
