The gravity from the ice would cancel out, but it wouldn't affect the gravity from the Earth. The value of g would be the same as it is now.

Great, and such an ice canopy would either act as a magnifying glass, incinerating all life on the planet, or block the light, freezing us all. So either way, such a ludicrous idea is physically impossible.

If there were a canopy of ice, of CLEAR ice to allow sunlight though, we have the same problem as your "water canopy." This would compress the atmosphere below it, and when a gas is compressed, its temperature increases. That's why the temperature increases as you go down a mountain, or you compress it in a cylinder in a diesel engine. Would you want to live on the oven-like Earth that you canopy would create? Neither would I. Maybe, IT DIDN'T HAPPEN.
