Insofar that, like the Roman Empire around that time was falling, the once proud superpower that was the USA is now on the wane; fucked-up economy (and you know who's responsible - and it isn't the man in power right now, toots!), who had to go cap-in-hand to a certain country in the East to loan them $2 billon a day to prop up it's economy; it then bought up your debts too. Such country has the largest standing army on the planet (with massive reserves), a nuclear arsenal, and the biggest industrial base in the world, with the manpower to fuel it's production lines, and thus export it's goods to the rest of the world. It's now a major participant in a new Space Race. That country? A clue for free:
