Sigh...this is obviously just another way of chipping away at parents rights in subservience to the pro-communist, pro-homosexual perversion, anti-Christian government.

Is Pro-Communist, Pro-Homosexual Perversion, Anti-Christian the formal, legal name of a political policy, or is it just a nickname?
Not to side with defiastraitor, but the policy does seem rather the wrong approach to the situation. Not everyone has the mental capacity or drive to achieve A levels (the exams sat at age 18, for anyone not familiar with the British system) hell, some people only barely scrape through GCSE (age 16).
The problem, as I have mentioned before, is not that significant numbers of people don't pursue education as far as A level, for whatever reason, but that there are no longer any real employment opportunites for them if they don't. If this is in any way related to the current issue in the government of delinquent, idle or unemployed people of the relevant age, it's because if they aren't at school there's fuck all else for them to do.
If the problem is unemployment of the less educated, then a more effective solution would be to provide employment suitable for them; not to force them, against their evident nature, into further education that will not benefit many of them anyway.

At least England has the good idea to keep everyone educated citizens and voters in their country.
What parents' rights?
Previously, it was illegal to drop out of school before 16. Dropping out of school after 16 did not legally require parental consent. At least that's the way it was in Scotland.
If it was the same in England, this changes bugger all with regard to parents' rights.

I don't recognize James' alphabet soup, being American, but in the US a student with no interest in college still has the option of trade school and the like. I would assume there are similar things in the UK.

Yes, it's not about trying to make sure children get enough of an education to stand a chance in the workforce, no, it's some insidious ploy to take over the world through vague, ill-defined means.

I believe in the US you can leave with parents approval and proof of a job or entry to a trade apprenticeship.
