Yes, there are people who start puberty very early; but it does NOT make it okay to boink them. It's a physical syndrome and does not affect the mind, as far as I'm aware (unless you count possible trauma from a kid getting her period at 5).
Although somehow, I doubt that's what this person was talking about...

Not knowing the context of the incident in question, I do feel the need to point out that children were wedded for political reasons long before they were either physically, mentally or emotionally mature. Although this is barbaric by today's standards, one cannot judge an individual for something that was the norm at the time.

Actually, the age of puberty has been going down. Girls back then had puberty later and looked younger than their same age counterparts of today.
