The "human footprints" are considered to be tail strokes from the dinosuar as it swam across the river. Some n00b thought it would be neat to dress them up to look human. Simply an act of vandalism, with a large number of credulous and ignorant people propagating the lie.

The Paluxy prints aren't fake, they are however Dinosaur prints all. The parks boards have reported many incidences of Fundies altering them to look like human prints in the ametuerish, obvious way they seem to approach everything.
And many, many years after this fraud has been revealed many fundies still hold onto it.
