Yeah, because no one would possibly consider annexing the least densely populated country on Earth - Mongolia†, not to mention certain cites operate quite happily with population densities in excess of 25,000 people per sq kilometre and China could easily fit 10 times their population in there given a global economy, and around that point the world starts to creak at the seams trying to feed them. The real issue would be water and the collosal energy bills for desalination plants.
