Absolutely. A prophet, by definition, is the mouthpiece of God used by Him to declare the judgment that will come upon certain nations or areas (foretelling and forthtelling). The youths were aware of this. Why the strict judgment? They were openly mocking who they knew to be the prophet of the nations, and they were unknowingly mocking God Himself by doing so. These youths came from the city - that implies knowledge of who Elisha claimed to be. They were sarcastically taunting and insulting the Lord's prophet by telling him to repeat Elijah's translation ("go up"). Mocking one who has a mission to proclaim God's judgment is not a smart idea. Thus, the youths were judged.
