I'm glad I got to cast the deciding vote on this. Rape apologists make me sick.
It just goes to show that these people really don't give a shit about women, or people in general. To them, rape is bad because it's related to sex, not because it hurts and violates someone.
The thing that struck me all of a sudden was... only women? So if I dressed in only shorts and a t-shirt and a guy or girl came over and sexually abused me, would I be personally responsible?

What the fuck does that have to do with anything?! Oh, and I frown at 13 year olds dressing 'like sluts' because unlike Luke Weiss, I don't think 13 year old girls - or boys - are ready to flaunt their sexuality at the age of 13. I'm just old-fashioned and conservative that way.
When the weather is warm, I see women in revealing clothing all over the place. I sometimes take a moment to enjoy the view, but I've never raped one. Ever.
Why? Because I'm not a rapist. And neither are an overwhelming majority of men. Most of us are perfectly capable of controlling ourselves. The ones who can't, well, they're 100% responsible for their own actions.
Oh, and rape is not driven by those motivations anyway. As I have been given a good sex education, unlike the fundies, I know that 80% of rapists did not find their victims sexually attractive.

1. Rape IS NOT ABOUT SEX OR THE ATTRACTIVENESS OF THE VICTIM. I had to type that in all-caps to see if it may get through the Fundies fucking thick skulls. If a woman dresses in revealing clothing (and honestly, some people have a different definition of revealing - for Fundies, generally, anything less than a potato sack is 'immodest') and is raped, it likely hasn't a single damned thing to do with what she was wearing. And some rapists DO use the "but she lead me on" "she was wearing a short skirt" etc etc excuse, because some people still fall for it.
2. Because miniskirts, 'boob tubes' and copious amounts of make up aren't age appropriate. Thirteen year olds aren't mature enough to be flaunting their sexuality, as they can rarely grasp it's meaning and connotations. I wouldn't let any thirteen year old I had dress like that - but if they wanted to wear that when they were old enough, and mature enough to understand it all, then I wouldn't tell them not to.
The key argument is that if you don't like how they dress, be they 13 or 18, it's easy. Turn away. If a guy can't control himself, the problem is he, not the girls. And by the way, if you think that 13 years old girls and 18 have the same level of maturity, you have a similar problem with yours.

And for the last question; because it's fun, I guess? It can be amusing, too. Personally, I think the quotes quality has gone down slightly, and sometimes I find some quotes don't really need to be here (IMO).

Not to mention, it is frequently not possible to directly respond to the quotes we get here on their own boards - they often have "moderators" who will summarily ban & delete the posts of anyone questioning their beliefs. This way, at least some people will see the original posts in conjunction with responses and counterarguments, rather than standing apparently unchallenged.
Though rape involves the genitalia, it is not a sex crime--it is a violent crime and the perpetrators are on a power trip. If the way women dress results in rape, explain why 80 year-old women get raped--often by someone who broke into their home. It's not like they're flaunting it on the street in halter tops and Daisy-Dukes.
As for my daughter, I wouldn't like it if she dressed sexy at 13 or 18. But as one poster already pointed out, the older a woman gets, the better able she is to handle responses to her sexuality--I don't believe 13 year-olds and most 20-somethings are well equipped for this.
