...we are not as capable of regeneration as we might like to be, but maybe we just haven't yet learned how to do it. You mean we haven't evolved that ability yet?
We have the genes for it (just inactivated) so I am sure when that ability becomes a necessity for the survival of the species, some mutant child will be born with the ability and it will then eventually become a naturally selected trait for survival.
In the meantime, you'll just have to content yourself with reading Heinlein's Lazarus Long stories.

Yes it is...but it is nowhere near as powerful as you are suggesting. And telling when a patient with cancer their prognosis, no matter how grim, is THE DOCTOR'S JOB! He could get sued and lose his job for lying to them, even if the lie makes them feel better. A doctor is not there to dole out the feel-goods, no matter how much they try to do so anyway...they are there to figure out what is wrong with you, fix it if they can, and tell you about it honestly!
Oh, and testing for regenerating limbs in humans would violate untold number of human rights codes, because THERE IS NO REASON TO BELIEVE THAT ANY MAMMAL CAN DO SO NATURALLY!
Regeneration, as it occurs naturally, is pretty much limited organ tissues, but you cannot regenerate severed limbs through willpower alone or through natural processes.
