His first duty is to his fellow soldiers who he was putting in danger by doing that. His next duty is to the nation he represents who ends up looking bad because he's pushing his religion where it's definitely not wanted.
If he wants to be a missionary, he should resign from the military to do it.

Military duty is not a mission trip. If soldiers want to preach their beliefs to others, then they have to wait until their enlistment is up and become a missionary. The two are not to be mixed.
The Marine was briefed as to the policies regarding evangelism before he even deployed. He was specifically ORDERED not to do this.
He willfully, openly violated those orders in a pre-meditated fashion.

The honorable thing for him to do was follow his orders and support his chain-of-command, and then leave the service when his enlistment was up if he wanted to "evangelize".
Which is better, the tiny chance of these coins converting 1 or 2 people to christianity, or potentially thousands of people in Iraq seeing the Americans as oppressors, joining al-Quaeda(sp?), blowing up another of America's national monuments and killing a huge number of innocent civilians, several of which will be established christians. If I were the christian God, I know which one I'd prefer, the one which would keep me with more followers.
I'd say if you feel the Lord is leading you to do such things, you have an obligation to the Lord to do so. What you have to do, do so quickly.
