Most women (if not all) running for head of the state job are over 50. I don't think that Segolene Royal, who's currently the presidential candidate in France needs to worry about her periods.

On New Zealand:

Up until last year ALL the top political positions in the country were held by Women
The Soveregin- Queen Elizabeth II,
The Prime Minister- Helen Clark,
The Govenor General- Dame Sylvia Cartwright,
and our head judge were ALL female.

And for a country of 4 million people we're doing pretty well.
