Actually, I think he just mixed his own words/reworded himself and forgot to correct what he already wrote. I do that all the time. So it would be more something like "FDR will go down in history as one of the three largest and most notorius: Benedict Arnold, Abraham Lincoln and Franklin D. Roosvelt."
