Minorities don't get free tuition, you moron. There are some local colleges that will do free tuition for the first year, but that usually gets offered to the school's top ten. University of Dallas did that for our district.
And I imagine the service will be documented. My public high school required its seniors to have 100 hours of community service before graduation and we couldn't just make shit up then, either.

Three things:
1.) If they don't do the service, they don't benefit. It's not like the teacher just asks if you worked when you walk into the class each day. You likely have to produce signed off time sheets regularly. So if you decide to skip out, or miss outside of acceptable, sick day limits, your told to either pay up, or fuck off.
2.) Yeah, a person sees a chance to scrape themselves out of the gutter, finds an oppotunity to better themselves in spite of financial constraints, and will promptly slack off and fuck themselves out of said opportunity. Yes, that is totally how it would happen, because minorities are lazy, and white people are not.
3.) I assume you speak of of "scholarships." Like the ones granted to underpriviledged kids? Or kids that excel. Or any number of other criteria. Apparently it's only bad if the fiulthy "minorities" get them.

The military has always offered free education, that's one of the reasons (poverty is the other) you have a voluntee armed forces (no draft)
The entire western world military does this because poor people can be just as intelligent as rich people. They want smart people, some smart people see the fast track to marketable, resume worthy skills.
