That kinda betrays a flaw in the pension systems of left-leaning countries. It's literally a ponzi scheme.
That said, no, it doesn't need to "somehow increase immigration rates", it simply needs to start having families again. It can also just issue work permits to foreign workers on a temporary basis without allowing them to settle as permanent citizens. UAE does this because they want to maintain their culture as it is. Massive changes in the population lead to massive cultural shifts. People have a right to defend their original culture by controlling immigration. Nationalism is good, as long as it's not taken too far. Internationalism is a lie. A total fantasy that doesn't work.
It can reform how pensions work. It can do many things, so no, I reject your false dichotomy. Furthermore, even if Europe takes in many immigrants, it doesn't mean they have to be from Muslim majority countries.
