The fact that he thinks any woman anywhere would actually put herself through the rigours of pregnancy (which, and I'm no expert, is a process which probably costs more than a few hundred dollars regardless) purely for such a relatively paltry sum betrays his idiocy.
This is the same noise that Peter Popoff, Pat Robertson and others were spewing in the mid 80's. The laws and guide lines about disposal of medical waste are very clear, and public record too.

Some are used for medical reasons, but... It's not like you can take a body part out of one and sell it. Shit, at the time most abortions are performed the embryo hasn't developed enough to form body parts.
