I think TT means the guy that altered himself up to look like a lizard...bifurcated his tongue, tattooed scales on his skin...implants...still doesn't make the statement any less idiotic, just stating what he meant most likely.
If there were a niche for lizards with big brains, they would exist.

Alligators today suffer the same evolutionary pressures that our pre-sentient ancestor did millions of years ago, that our pre-anthropomorphic ancestor did tens of millions of years ago. Put the alligators into an environment where the core anthropomorphic traits (intelligence, bipedal locomotion, manual dexterity) are notable advantages, and sure enough, you'll get your "lizard man."
I suspect that it would be more difficult for a cold-blooded creature to evolve human-level intelligence, as high intelligence also requires a high metabolism to sustain a large and active brain, and cold-blooded creatures have very low metabolic rates.
However I could be wrong and it might happen under the right selection pressures.

Try telling that to David Icke. If his 'Conspiracy Theory' only arose after the TV series "V" came out in the early 80s (Coincidence? I think not...!), I daren't imagine what BS he's coming out with, post-'re-imagining' of said series.
There is no reason to suggest that an intelligent lizard could not happen. If you look back at dinosaurs, say the velociraptor, and imagine it gaining intelligence, getting longer arms and a more upright gait and you might have an "lizard man".
It has not happened yet that we know of. The dinosaurs died off and mammals gained position.
