Bush declared the inauguration a state of emergency so that DC would have access to federal funds. The expectation was that the number of people coming to watch would overwhelm the local police force.
It was in effect from the 17th through the 21st so it's over now.

According to a bit of research, Bush's 2nd inauguration cost $157 million, and Obama's possibly slighty more, in the region of $170 million. Taking inflation into account they were pretty much equally expensive, so your argument doesn't hold. Also, in both cases the actual cost was offset by donations, which were probably higher in Obama's case.
Besides, even at $170m this would cover the cost of your war effort in Iraq/Afghanistan for about 25 hours (at roughly $110,000/min) - so it's not like you haven't got money to spare.
