You know, today, in the rich nations of the world, having no more than two children will not in any way lead to your lineage's demise. They will very, very likely survive and bring forth the next generation (though hopefully not with each other).
That's why such a limit should be used by people. Voluntarily, of course, but still. Since our modern technology has allowed us to survive so well, our population has exploded in the last few generations. And we have finite resources; we can't just keep doubling our population every couple of generations. We can barely sustain ourselves as it is.
