She's lying about the details, but is referring to a form of late-term abortion that is only done in dire medical circumstances, due to gross malformation of the fetus, or the mother's life is in extreme danger. The deformed fetus is completely anesthetized, and is removed in this manner because it poses much less threat to the mother's already-endangered life than any other alternative. Court after court has upheld this last-resort procedure as medically sound and necessary in these very limited circumstances (fewer than 2000 cases per year) The fundy made-up term is"partial-birth" abortion, but there is no such medical term. Contrary to the perpetually lying fundies' claims, this is NOT what happens at regular abortion clinics.

I've never heard of a fetus screaming, in agony or otherwise, or indeed making any other vocalisation during the process of an abortion of any kind, anyway.
