This is no prayer; it's a political statement.

Even from the extrmely biased WND report all I can see is that predominantly 'religious' buildings on campuses will not recieve funding for repairs.
Imagine if this was not in place and the first building to be repaired with public money was used by Muslims, the fundies would be up in arms about that as well.
