Though European dragons are almost always regarded as evil, or at the least mere predators, dragons in Eastern mythology tend to be regarded as divine creatures, as often benevolent as neutral or evil. It is possible that this is because after the Great Flood, predatory, carnivorous dinosaurs tended to migrate westward, whereas large, plant-eating dinosaurs tended to migrate east from Mt. Ararat.

W.T.F. Why the heck would the meat eaters move away from the plant eaters - their food???
The two myths are completely unrelated. It's just that the British applied the term 'dragon' to the Chinese lung and the equivalents in other countries.
The European dragon myth was originally that of large snakes, fancied up with talking, fire-breathing, wings, etc. in some cases (like any other mythical creature) - but not always. Some were simply exceptionally large serpents. (In Latin, the words for 'dragon' and 'serpent/large snake' are pretty much interchangeable - the Aeneid uses draco alongside the normal words for serpent and snake to describe wingless, legless sea-serpents.) The traditional 'four legs and two wings' dragon is largely a product of heraldry, mixed with wyverns, griffins, etc.
The East Asian "dragon"'s origins are much more obscure -- perhaps some form of personification (deification? some of them are essentially gods) of water, but dinosaur fossils and the Chinese alligator have also been suggested.
