I am not sure how this is racist, unless the poster meant to emphasize the fact that the kids who attacked the cops were black. If it is the case, then how would white kids attacking cops count as a better scenario?
Otherwise, is there something I don't understand?

Topsy Turvy has a reputation for injecting race as an issue into any topic on Have Your Say, even issues that clearly have nothing to do with race, and I submitted this quote as an example of this.

Broken Window Syndrome is sort of a sliding slope fallacy...you think because one little thing is wrong, more things will go wrong if that first thing is not tended to. The story of the PCSOs being beaten up by black kids over littering sounds unbelievable without any citation.

I also failed to see how this is racist. "Broken Window Syndrome" is widely cited in economic literature without reference to race. So I followed the link, which took me to all of 'Topsy Turvey's' list of comments on 'have your say', and read four pages. I found no reference to race anywhere, and several sensible references to Atheism and Darwin.
Not Racist.
"These terrible people' in context are litterers, not 'blacks' or otherwise. In one comment he explicitly asserts he has never supported the British National Party.

They're not Police per se, but rather officials, appointed by their local authority's/councils, to support the police, but have no powers of arrest...
Most people would count them as "Little Hitler's" or "Jobsworth's", depending on how charitable they're feeling at the moment...
