Oh hey, I've actually got the exact same thing in the exact same spot as the guy in the video. I'll have to take some time to try to figure out when the last time I met a witch was... oh, wait, that'd be never.
There's a believe on Balkans that says something like this: If a men doesn't wash his face (and eyes) for forty days, then he'll gain magical powers become zduhach* (game of words. Duh- means spirit or ghost, duhati (duvati)- to blow). He'll grow patch (whip) of hair on each shoulder and his soul will roam free when he's asleep. Soul in that form is able to blow the icy and regular clouds across the sky and fight with other zduhach's. Of course, this belief is bullshit, as much as witchcraft.
Let me guess; you didn't actually watch the program from start to finish did you? You know, to hear them explain the medical reasons for this guy's particular illness. My guess is you just watched the trailer for the show, and then, as is common for you people, , you immediately make the leap: weird hair-growth on shoulder = victim of witchcraft! For crying out loud. If somebody pissed me off I'd just make a smart ass comment.
