Actually there is a theory that tries to explain the much higher expansion rate of the universe than seems possible given our other comological knowledge. This hypothisis says that as the big bang occured before time, space, matter, and energy became cohesive forces that speeds much higher than Light speed were possible.

I'm doing a truly shitty job of explaining this I know but it is an idea I've only heard briefly explained once. I also can't seem to find the info online right now.

Anyway I'm pretty sure that is what he is talking about, so it isn't as stupid as it sounds. (At least not the faster than light part.)

The speed of light would have been constant, the rate of time would not have been. But this is irrelevant. So what if light was faster during the Big Bang, the Big Bang happened so fast that you wouldn't have even had time to react to it.

That's an interesting theory, but I seriously doubt that it's what this idiot is referring to. As of late, creationists such as Kent Hovind and the folks behind Answers in Genesis have been taking to a modified speed of light to explain the starlight problem--they assert that the speed of light has decreased over time (without any evidence; remember, they're creationists) by itself, without a broader model like the one you're mentioning. It's just bullshit vanityvideo heard Dokter Hovind spew forth and decided that it proves God.

Edit: it seems that AiG no longer subscribes to this theory. Congratulate them; one day they might actually understand evolution.

There has been speculation by theoretical physicists that the speed of light may have been faster during the hyperinflationary period of the universe, seconds after the Big Bang (http://www.sciencedaily.com/releases/1999/10/991005114024.htm) but it's my understanding (good possibility that I'm wrong!) that even under the most extreme scenarios the universe would be only milliseconds younger.
