Well anyone who gets stoned and puts their children in danger as a result ought to be locked up, same as we'd do with someone who got drunk and put their children in danger.
But you don't hear these guys wailing about "millions of drunk parents [not] being responsible enough to keep their legal alcohol away from their kids," or crying "Imagine a young mother too drunk to react to a fire in her baby's room."
We should treat cannabis the same way we treat alcohol -- promoting safe, responsible use by adults, and instituting penalties for those who drive under the influence or neglect their children because of the substance.

If they WERE intoxicated to the point of neglecting their children, it wasn't weed -- I can guarantee that it was alcohol, heroin, meth, or some other highly dangerous substance.
EVERY CANNABIS USER I KNOW IS RESPONSIBLE ABOUT THEIR USE. Yes, even the ones with kids -- the babies come FIRST, even if it means you're holding up the circle. And you know what? Nobody minds, we all consider the welfare of the kids to be a higher priority than getting "high". And if anyone even suggested that the baby be ignored, there would be a fucking CHORUS of "TAKE CARE OF THE KID!" coming from a bunch of 'heads.
As for your mother's "friend", I'm calling bullshit on that, too. Weed does NOT make a person "comatose" to the point of ignoring a child's needs -- again, that would be alcohol, heroin, crack, or meth.
Your near-diabetic-coma story also rings false. Now, your mother shouldn't have left you with someone that irresponsible, sure, but I can guarantee you that whatever he was on, it was more than just weed -- he had to have been on heroin to be in the state you described.
