Canada and the UK are already warning the public that it will be mandatory.

Oh dear, who has been reading too many Tom Clancy Rainbow 6 series novels, & believe they're factual works, instead of fiction, as this was the plot synopsis of one of them...
(Synopsis: Extremist's plan to release a genetically enhanced, & far more lethal, version of Ebola, codenamed Shiva, piggybacked onto a vaccine).
