I'm going to guess you thought the address was primarily an advertisement for public education over private/home. Are you sure that he was excluding any of the three?
I just hope the "are" for "our" was a rarity in your case...

I hope it's a poe, but the thread these sentences come from is the American Family Association thread on keeping kids home from school when President Obama made his speech to the children. So from that, this could be an irony meter breaking comment.
