The actual way that sperms and eggs developed is truly amazing and fascinating, and there is a perfectly reasonable explanation. But why bother explaining it to you, you won't accept the rationality anyway.

Yes, populations evolve, not individuals. However, selection acts on individuals rather than populations. THIS is why sperm have tails. Just reasoning it out here, an individual in a population or perhaps several individuals had sperm with some advantage reaching the egg. These individuals obviously reproduce better, especially in promiscuous species, because their sperm hits the egg before other males' do. This trait must be determined by genes in the sperm cell (cells don't just randomly grow things), so the trait is passed on (since the genes for the trait are in the gamete). Gradually the tail lengthens, until it hits a balance between energy/nutrient use and advantage in reaching the egg.

Why do you refuse to have an understanding of how evolution works?

I didn't know anyone was dodging the question. Obviously, sperm that can move by means of a tail can get to the ovum better than sperm without tails. So if there were any animals that had sperm without tails, they probably died out because it was so hard to reproduce.

BTW, sperm don't really have "intelligence." They are single-celled organisms and don't have brains. But like fundies, they have a 1/200,000,000 chance in becoming human.

You know, a really intelligent thing to do was not ask atheists on a forum of laymen, but rather LOOK IT UP ONLINE. There are plenty of references on the internet that explain why sperm have tails (flagella, is the scientific term), and how it is an evolutionary feat.

Please, just stop asking other people to do the thinking for you.

Some sperm don't have tails, they just don't get anywhere, so they don't fertilize the egg.

Evolution doesn't think, evolution does not magically poof something onto a population. Fish sperm doesn't have tails (IIRC).
