In a free country, everything is legal unless there's a law against it. So neither the President nor anyone else ever "legalizes" things. The government's only power is to forbid that which we as a people decide ought to be forbidden for the good of ourselves. If God, for His own reasons, ordains something else as evil, He can forbid it Himself; indeed, we could hardly prevent Him, could we? Now, what some book by a bunch of bronze age Arab goat-herders ordains as evil is another matter. That has nothing to do with God, except in the minds of those who believe the foolish idea that the book is actually God's word.
