Even at a time when spanking with objects was considered acceptable (and believe me I felt a hairbrush on my backside more than a few times), this would still have been considered child abuse. Most adults know that babies cry. It's what they do. It's how they communicate. Also think of the damage they do by striking those tiny bones. Ever see a case of shaken baby syndrome? There's a sight that'll bring tears to your eyes. And that's a permanent condition, there's no cure for it.
Discipline is supposed to begin at around a year old, not be finished with it by then. It's doesn't do any good to punish a child who can't possibly understand why they're being punished, and for reasons that most parents don't even see as problems.
