This shouldn't surprise you. In fact, you will find water all throughout the universe because all things were made by it. That means water on Mars. Water in empty space. Water on Pluto. Everywhere. But rainbows come from rain. And from Noah's experience, there were no rainbows in the clouds until God made it rain.
