I think this guy is actually quoting something he found in the works, (I think it is Worlds in Collision) of Velikovsky. Well Velikovsky was a loon although I thought the time in which Fundamentalists and others would refer to his nonsense was long past.

The birth of Venus is a dead giveaway. Velikovsky thought that Venus errupted from Jupiter some time c. 2500 or sooner B.C.

the were floods that happened when the earth got it's tilt (after the newly formed earth was hit by a mars sized protoplanet), though these floods were just gigantic tidal bores (that also went very fast), this was also a few billion years ago.
