This makes absolutely no sense whatsoever. How exactly do the high frequency radio waves turn into ELF radiation after being reflected by the ionosphere? I understand HF radio propagation, and I know damn well that radio signals don't just magically change frequency after bouncing off the ionosphere. Otherwise all the other HF (shortwave) radio signals bouncing around the earth would be causing earthquakes, too.
