Typical slippery slope argument. Only sex offenders are the ones going after the kids. Your average cross-dresser, transgender, etc. has no sexual interest in children, and children are therefore at no risk around these people.

A sex offender HARMS other people, physically AND emotionally.
Seeing a guy in a dress does nothing whatsoever to me. Seeing a gal in a pair of trousers also does not affect me in the slightest. I have seen both, by the way.
A guy in a dress is a common stag party gag around here; the guy in the dress has to parade around a mall or a town square, giving away or selling stuff. We just laugh at him and get on with our lives. The same goes for hen parties, btw.
In Sweden, one of the most secular countries in the world, you have to show a clean police report in order to be able to work with kids.
