This is true, an Ontario case ended up allowing some beaches to allow topless women while stenghthening against it elsewhere. In general women have been policing themselves on this issue and few have considered it a victory or praised it.
A lot of womens suits are sheer enough that toplessness was a mote point anyway.
I was expecting follow up laws though: More cases of prosecution on family beaches, age restricted areas or entire beaches, carding for age appropriate access (what would the law say when the first 14 year old went topless?) or increase in law enforcement, camera restrictions and in general a restricted over governed beach.
In the end it came and went without much change or outrage, some women were doing it anyway without anty prudes around they were non events
