The North American culture is full of pornography and look at the divorce rate and STD problems. I couldn't imagine a culture were teen boys and men could walk past topless or naked women and say 'that is normal' 'no big deal' or not think anything of it at all.

You can't? Two words: nudist camp. Try it sometime; you'll see it's gorgeously comfortable. The human body just is. Why make such a fuss about it?
Oh, right. The naughty bits. But we're made in God's image! If we need to cover our naughty bits, it means God made a boo boo by creating us the way he did; otherwise, we should be proud of God's work of art, and there's nothing wrong about ANY of our bits. You can't have it both ways!
Um, society considers topless men totally normal. But the moment a single female nipple is shown on TV, it's always censored, lest the conservative right-wing hordes torch the studio.
Come over to Europe sometime. We have nice weather, and are much less bothered about that sort of thing.
To be fair though, I'm British, and it doesn't happen a lot in Britain either. Mainly because it's too fucking cold for folks of either sex to be walking around bare-chested....

Here's a hint: It'd probably be a culture with less STD problems. Maybe less of divorce rate, but I wouldn't bet on it.

Ok, maybe the STD part is bad, but the naked part is fine.
What? I'm pretty sure there would be lots of staring, perhaps a bit of panting and, if allowed, squeezing.
Teen boys; perhaps not, but most men have seen a fair share of mammary glands, and don't get crazy every time a breast is visible.
Ya know, the nipples of men and women are very alike, and there are quite a few men who have enough fat in their breasts to fill at least a B-cup. How come then, that it's OK for men to walk around bare-chested, but if women do it, it's a scandal?
Men over here kinda like that it's fairly normal for women to be topless at the beach. When I was a teenager everyone wore Adidas shorts on the beach, only extreme prudes used bikini tops.
