Lets see, Henry VIII (notice proper roman numerals) executed very few catholics during his reign and was pretty even handed actually, he was as against radical puritans as he was hard line catholics, it should also be mentioned that Henry VIII was a catholic himself, not a Protestant as ignorant people tend to belive.
Elizabeth did execute more catholics than Mary killed protestants true but her reign was many many times longer and in general she avoided executing catholics, and it must also be noted that no one was ever executed for catholism under Elizabeth, it was always treason.
Cromwell I'm not qualified to speak on.
