Because if everyone in the world was a bigoted asshole then we probably wouldn't have survived this long.
All of human society relies on a degree of compromise and cooperation. However rancorous Senate and Congress may get, there are always bipartisan committees, motions and statements. No-one on Capitol Hill, not even Bush or Rummy, thinks that your country would be better off as a one-party state (at least not openly).
