I did a google search for "art students plastic bag over head" and this is the only relevant thing I could find:

Apparently it was a joke, the plastic bag had a hole cut in it, and the teacher was being investigated/punished for the incident, it happened 4 years ago, and most importantly, it was an isolated incident. I hardly think this constitutes widespread usurping of parental authority by making children do what parents always tell them not to do.

My child (who attends public school) has yet to come home with an art project that necessitated her putting a plastic bag over her head. And, if any demented art teacher somewhere, IS setting these projects to kids, then I fail to see the point as dead children cannot disobey their parents.

Actually since the male homosexuality gene is passed down by the female parent (and females with this gene are extra fertile), they don't need to increase their numbers to.. increase their numbers. Straight people do it for them. (No studies have been done for lesbians but logically it might work the same way but opposite)

Child-thieving: Not generally the case.
Lice-combs: Never happened when I was in school. Every lice check I ever went through involved lining up to get your head combed with a comb the nurse just pulled out of a big jar or box of combs after trashing the one that was just used on the last kid. The rubber gloves also got trashed between kids.
Plastic bag headgear: Never happened. Paper bags, maybe, but only after we cut holes in them and colored all over them and stuff.
