God never answers a prayer that is against his will. If I pray that some hot guy would ring my doorbell today so I could have an affair (which I would never pray, but this is just an example) he wouldn't answer that because it would be bad for me. Similarly, if God was sending the hurricane to bring people closer to him, he would bring the storm with full severity no matter what we prayed. Perhaps he is able to achieve the same effect with the storm that he did/is sending.

It still seems like praying to god has as much effect as whistling in the wind. Why bother if God's just gonna do what he wants anyways?

So since you don't and can't know god's will why bother praying at all.

If you really want a hot guy to ring your doorbell then (as others have said) use the phone - order a pizza. You might need to do it a couple of times to get a proper hot one!

So if you pray for something god doesn't want to do, he won't do it. If you pray for something he does want to do, he'll do it, but since he wants to do it, he would have done it anyway. If god doesn't exist, prayer can have no effect either way. From the standpoint of efficacy, prayer is thus an entirely redundant waste of time and effort under all possible circumstances.
