While insensitively stated, this is far from the worst thing I've read here. A better way of putting it would be...
"I'm glad that more than three quarters of blacks are above the poverty level, then. There's still a lot of work to do, but there's at least some sunshine in that statistic."
This person's just got that lovely combination of optimism and foot-in-mouth syndrome, that's all.
