Christian chaplains have the right to express the tenets of their faith. If those tenets include a condemnation of homosexuality, and the chaplain thinks that's an appropriate way to minister to a homosexual, he's free to do that. For example, there is nothing wrong with a Roman Catholic priest telling a homosexual communicant that the RC church believes that homosexuality is condemned by God. That's a tenet of the faith.

"Hate crimes" don't include expressing a negative opinion about homosexuality. They only include committing an actual criminal offense against someone (e.g., beating them up) because they're a homosexual.

As long as there are Christians in the military who want to attend religious services, or just want the guidance of someone of their faith (which is only natural considering that they are in the military) then there will be chaplains. But that doesn't fit into your persecution complex, does it?

Racists can't refuse to work with black employees, sexists can't tell their female coworkers to go back to the kitchen, anti-semites can't call their Jewish coworkers greedy, and no homophobes can't talk shit about gay people. What's next? Not being able to call an atheist coworker evil? Or not being able to call a middle eastern coworker a terrorist?
