Tremaine's key phrase here is probably "believe in the existence of". It's the old conceit of the law of God (implying knowledge of his existence) being written in the hearts of all humanity. Notice that he just says that atheists believe in God's existence; no mention here of fealty. In other words, he thinks atheists are really dystheists (and probably to the extent of being maltheists).
Should be interesting to see what happens when the Rapture retinue starts absorbing "dystheism" and "maltheism" into their active vocabulary.
