Actually, like what the article states, Obama is merely creating a ready reserve corps of medical professionals to be used at a time of a national emergency such as natural disasters or events like 9/11. This was a recomendation made during the Bush admistration after 9/11.

Shit happens. Um...there was a shaking...what was that...over east. No not a war. That was an earthquake in Japan that did a fair job of flattening the country, a place we are allied 'n friendly with.
I think it's shit like this that Obama has in mind, or if something like this happens in the ol' US of A. Or the Midwest that got the stuffing torn out of it by tornadoes? Lots of possibilities.
